Answer

There are several ways around the permit issue and the main point to remember is that as long as you are not building a permanent solid wall you should be ok. There are an excellent range of blinds and shutters available in a choice of colours and also in clear. Another product is a clear PVC blinds and also a screen system that works as a bi-fold and can be removed simply & quickly.
